Frank W. Hogan was born and raised in Indianapolis, Indiana. He graduated from Thomas Carr Howe High School, received his A.B. degree in Economics from Marian College and his JD degree from Indiana University McKinney School of law in Indianapolis, where he was a member of the National Moot Court Team. Hogan also served four years active duty with the United States Air Force, two years in the far East and one year in Europe in communications intelligence. He has three sons, one of which practices law in Philadelphia, Pennsylvania.

Hogan, although having served for a time as a Marion County Deputy Prosecutor, focused his practice principally in civil law, including real estate and zoning, family and juvenile law, wills, trusts and estates, personal injury, and small business matters. He has engaged in civil jury trials in the courts of a number of Indiana counties, including the Marion County. He has also handled a number of appeals and has represented clients in many cases before state and local administrative agencies, including plan commissions and boards of zoning appeals.

Before his retirement in 2022, Hogan was admitted to practice law before the Indiana Supreme Court, the United States District Court for the Southern District of Indiana, the United States District Court for the Northern District of Indiana and the United States Court of Appeals for the Seventh Circuit. He was a member of the Indiana and American Trial Lawyers Associations. Hogan also co-authored a continuing legal education forum article entitled, Zoning and Administrative Law.
